Meet the Board
PCHA’s five-member Board of Commissioners is appointed by the Governor of the state of Florida. The Board is responsible for agency oversight and setting policy. Commissioners are volunteers who serve four-year terms.
Our Commissioners
Chloe Firebaugh, of St. Petersburg, is the Senior Director of Land Acquisition for M/I Homes of Tampa, LLC. She is a 2020 graduate of Leadership St. Pete and currently serves on its Planning Committee, and also serves on the Executive Board of ULI Tampa Bay. She has served on the board of various non-profit organizations, including the Junior League of St. Petersburg, Mainsail Art Festival, The Queen’s Court, The Stuart Society, and Town and Gown of USF St. Petersburg. Ms. Firebaugh earned a bachelor’s degree in anthropology from the University of Florida and a bachelor’s degree in finance and economics from the University of South Florida. | |
Veronica Hickey, of St. Petersburg, is an Attorney with Englander Fisher LLP. She is the Public Affairs Chair for the Junior League of St. Petersburg, a member of the Federalist Society Tampa Bay Chapter, and a member of the St. Petersburg Bar Association. Ms. Hickey earned her bachelor’s degree in economics from West Chester University and her juris doctor from Stetson University. | |
Wayne Mineo is a 25+ year resident of Pinellas County and is a lawyer by profession and has a statewide civil litigation practice, Mineo & Associates based in Clearwater. He graduated from Canisius College with a BA degree in History and earned his Juris Doctorate from California Western School of Law. He holds an LLM from Temple University School of Law in Trial Advocacy. Wayne is actively involved in Rotary International and is a multi-past President of The Rotary Club of Safety Harbor that actively supports local youth and families. He is a former Scoutmaster of Boy Scout Troop 413 and currently Scoutmaster of Troop 600. Wayne served on the Mattie Williams Neighborhood Family Center Board (formerly known as the Safety Harbor Neighborhood Family Center) and City of Safety Harbor's representative on the Long Center Foundation Board. His faith and experiences serving in the community drive his commitment to use his good fortune to support his neighbors experiencing challenges and that all persons in our community should have opportunities to thrive. Wayne plays and coaches hockey and is a fan of the Tampa Bay Lightning. He enjoys traveling with his wife of 30+ years, Denise, and spending time when he can with his three adult children. |

Alen Tomczak, of St. Petersburg, is an Account Executive at Cellebrite. He is a veteran of the United States Army and currently serves in the Florida National Guard. Mr. Tomczak was previously a Defense Contractor for Solutions in Innovative Tech. He earned his bachelor’s and master’s degrees from the University of South Florida. |
Board of Commissioners meetings are open to the public and are held at PCHA’s central office, located at 11479 Ulmerton Road in Largo, unless otherwise indicated. The public is invited to all meetings.
